<p>Texas has managed to empower home and community-based services in response to the ever increasing demands for long-term care. In fact, the state government has so many plans in boosting long-term care services for the residents, but those plans remain unsettled due to budgetary pressures. The federal Medicaid program allocates more budget on institutional care rather<span id="more-35"></span> than home-based care, which compels residents of Texas to fund their own long-term care. Texans have to actually wait for a year or two to receive financial support.</p>
<p>Most states are responsible for providing nursing home beds to eligible Medicaid beneficiaries, but they are, otherwise, hampered by budgetary shortages and are compelled to reduce home and community-based services. Many health reform advocates are demanding for more budget from the Congress that will boost in-home programs and cut down the soaring prices of nursing home care.</p>
<p>The majority of Texans aspire to age in the comforts of their home and be taken care of a loved one. However, those hopes may bury and remain a dream for everyone as the prices of home care surge at its highest rates. Families in Texas will pay for around $41,070 for a year of assistance from a home health aide, meaning they would be forced to spend down their last dollars to sustain the care for themselves or their loved ones. A home health aide provides care for seniors, disabled, and chronically-illed individuals, he or she makes it comfortable for the patient to perform activities such as bathing, dressing, walking, eating, and etc.</p>
<p>Most families need the help of a home health aide to be able to continue their normal activities, but the costs of those services seem to ruin their finances, and when they otherwise turn to nursing home care, the services are also high that could almost nudge them to poverty. The costs of both home care and nursing care are indeed painstaking for families. Many are forced to finance their own long term care needs, and then wait until their assets are low enough to meet the requirements for Medicaid eligibility. Texans feel unfortunate as they may all end up impoverished because they need to deplete their assets for Medicaid eligibility: $2,000 for individuals and $3,000 for couples.</p>
<p>The Texas Long Term Care Partnership<br />
<br />The Texas Department of Insurance proposed the establishment of a long term care insurance partnership in the state that will comply to the requirements of Deficit Reduction Act. Under this partneship, the state will not consider the asset of an individual when determing if he or she is qualified for Medicaid support. There is no required amount of assets that a person should keep because partnership policies allow individuals to keep assets equal to the amount of insurance benefits paid by partnership policy. Moreover, the protected assets are not subject to Medicaid liens and recovery. This is popularly known as &#8220;asset disregard&#8221; or protection.</p>
<p>The Inflation Protection is another feature of a partnership policy. This protects policyholders from the soaring prices of LTC, but the amount depends on the policyholder&#8217;s age. Policyholders below the age of 61 should have 5 percent compound annual inflation protection, but they also have the option to purchase inflation protection at much lower rate. Meanwhile, inflation protection for policyholders above the age of 76 is only optional.</p>

You know, my agency has great service, great policies, and great rates. You&#8217;ve heard it before. He told me that was okay, but he only cared about the great rates.</p>
<p>Face it, Texas home insurance has increased over the past few<span id="more-34"></span> years. In a recent article published in the Dallas Morning News states that the following:The National Association of Insurance Commissioners released Monday showed that the average annual premium in Texas for the most common homeowner policy was $1,409 a year, considerably more than the nationwide average of $804.</p>
<p>Even though the most common Texas homeowner policy can be rather expensive, there are some things that consumers can do to lower their costs without compromising their insurance coverage. For the mortgage broker that wanted me to simply save his people money without regard for the type of policy I write I say to you, I will not compromise my client protection for the sake of a quick sale.</p>
<p>When you shop for home insurance in Texas here are a few tips to look for when you look at different insurance policies:</p>
<p>
<ol>
<li>Fire the Fire Policy &#8211; A Fire policy or a DP policy is an insurance policy that covers the dwelling only. Typically, insurance agents have to add liability to the policy manually or by endorsement only. The primary use of this policy is for landlords that do not want contents coverage because they figure their tenants are going to get their own renter insurance policies. </li>
<li>Home Owners Policies are for Home Owners &#8211; Home owners policies come in several forms. The common thread for Texas home policies and other home policies is that they typically have dwelling coverage for the home, other structures coverage for out buildings, contents coverage for your personal contents, medical payments, and personal liability. </li>
<li>Letters are for Texas Home Insurance Policies &#8211; Typically, Texas Home Insurance policies come in the forms HO-A, HO-A+, HO-B, HO-T, and HO-C. There are other home policies out there, but until recently these were the most commonly written policies. </li>
<li>Numbers are for National Policies -Companies are now offering national forms that offer even more flexibility than before. Texas insurance companies like The Hartford, and Travelers, have begun writing HO-2, HO-3, HO-4, HO-5, and HO-6 policies. The policy languages are similar Texas Home Insurance policies, but the coverage reflects companies outside Texas are writing.</li>

<p>With all that said, some big companies have their own policies that do not fit into either category. <p>The National Association of Insurance Commissioners says the average cost of Texas Home insurance in 2009 is $1409, a 28 percent increase over 2008. That&#8217;s 58 percent higher than in Florida, which is the next most expensive state. The national average for home insurance is just $804.</p>
<p>The reason the average cost of Texas home insurance is so high is because of the number<span id="more-33"></span> of claims due to hail, tornado and wind damage. There also is the issue of mold. In 2003, the state legislature passed a law requiring companies to pay out for mold treatment. This increased the overall cost of homeowners insurance as well.</p>
<p>You may think that this is unfair because other states have hurricanes, earthquakes and floods. But, these are not covered under normal homeowners insurance policies. People who live in areas where these natural disasters occur must buy separate insurance whereas the Texas problems are covered under the normal policy.</p>
<p>Additionally, Texas includes catastrophe funds which other states such as Florida and California exclude.</p>
<p>But this comes as no relief to Texans who have seen their rates rise by double digits each year for some time now.</p>
<p>The state legislature is considering what they can do to lower the insurance rates. One proposal will require the largest insurers to get permission from the state to increase their rates.</p>
<p>Still, as long as the Lone Star State continues to have weather related home damage, you can expect the average cost of Texas Home insurance to increase every year.</p>
